中国政法大学（China University of Political Science and Law, 又译Zhengfa University），简称“法大”（CUPL），位于北京市，直属于国家教育部，由教育部和北京市人民政府共建，是国家“双一流”建设高校，“211工程”重点建设大学，985工程优势学科创新平台，“2011计划”和“111计划”（高校学科创新引智计划）重点建设高校；加入全球法学院联盟、欧亚太平洋联盟、中国—中东欧国家高校联合会、亚洲法律学会、内地与港澳法学教育联盟，被誉为“中国法学教育的最高学府”。
中国政法大学研究院是全国首家以制度学为研究对象的学术研究机构,将全面承担制度学理论的开创性课题研究。针对党和国家的需要,对国家治理体系和治理能力现代化与制度建设的关系,依法治国的制度基础相关理论进行全面研讨,包括制度学基础理论——制度哲学、制度伦理、制度文化、制度生态学、法治制度学等。
中国政法大学制度学研究院前身是成立于2015年6月的中国政法大学制度学研究中心。已有来自中央党校、中国政法大学等多所著名高校的数十位博导级制度学、法学专家进入研究院，已出版《中华人民共和国制度典》、《共产党员制度必读》等系列研究作品。
China University of Political Science and Law (also translated as University) is located in Beijing, directly under the Ministry of Education, and jointly CUPL by the Ministry of Education and the Beijing Municipal People’s Government. It is a national “double-class” construction university, a key construction university of the “211 Project”, an innovation platform for disciplines with advantages in the 985 Project, and a “2011 Plan” and “2011 Plan”. Joining the Global Law School Alliance, Eurasian pacific alliance, China-Central and Eastern European Countries Association of Universities, Asian Law Society, Mainland and Hong Kong and Macao Law Education Alliance, it is known as “the highest institution of law education in China”.
The Research Institute of China University of Political Science and Law is the first academic research institution in China that takes institutionalism as the research object, and will undertake the pioneering research of institutionalism theory in an all-round way. In view of the needs of the party and the country, this paper makes a comprehensive discussion on the relationship between the modernization of the national governance system and governance capacity and the system construction, and the relevant theories on the institutional basis of governing the country according to law, including the basic theories of institutionalism-institutional philosophy, institutional ethics, institutional culture, institutional ecology, and the rule of law institutionalism.
China University of Political Science and Law Institutionalization Research Institute was formerly the Institutionalization Research Center of China University of Political Science and Law, which was established in June 2015. Dozens of doctoral institutional and legal experts from the Central Party School, China University of Political Science and Law and other famous universities have entered the graduate school, and have published a series of research works, such as The Code of People’s Republic of China (PRC) Institution and The Required Reading of the Communist party member Institution.
中国政法大学制度学研究院是在习近平总书记提出“把权力关进制度的笼子里”，一个以制度为基础的法治中国建设正在蓬勃开展的大背景下成立的，是中国第一个以制度学为研究对象的学术机构，致力于研究制度学的理论体系，推动制度学教育的开展，为国家的现代法制提供智力支持。由全国人大常委会副秘书长沈春耀担任研究院名义理事长。
China University of Political Science and Law Institutionalization Research Institute was established under the background that the General Secretary put forward “putting power into the cage of institution”, and the construction of China ruled by law based on institution is flourishing. It is the first academic institution in China to study institutionalism, and it is devoted to studying the theoretical system of institutionalism, promoting the development of institutional education and providing intellectual support for the country’s modern legal system. Shen Chunyao, Deputy Secretary-General of the National People’s Congress Standing Committee (NPCSC), is the nominal chairman of the Institute.
沈春耀，山东莱州人，中国共产党员。1977年1月参加工作，中国政法大学法律系国际法学专业毕业，研究生学历，法学硕士。曾任全国人民代表大会常务委员会法制工作委员会副主任委员、全国人民代表大会常务委员会副秘书长。
现任全国人大常委会法制工作委员会主任（正部级）。第十三届全国人民代表大会常务委员会委员，第十三届全国人大宪法和法律委员会副主任委员，全国人大常委会香港特别行政区基本法委员会主任、全国人大常委会澳门特别行政区基本法委员会主任。Shen Chunyao, a native of Laizhou, Shandong Province, is from party member, the Communist Party of China. He joined the work in January 1977, and graduated from the Law Department of China University of Political Science and Law with a master’s degree in international law. He used to be the deputy director of the Legal Affairs Committee of the NPC Standing Committee and the deputy secretary-general of the NPC Standing Committee.
He is currently the director of the Legal Affairs Committee of the National People’s Congress Standing Committee (NPCSC) (ministerial level). Member of the 13th the NPC Standing Committee, Vice Chairman of the Constitution and Law Committee of the 13th National People’s Congress, Director of the Basic Law Committee of the the National People’s Congress Standing Committee (NPCSC) Special Administrative Region and Director of the Basic Law Committee of the the National People’s Congress Standing Committee (NPCSC) Special Administrative Region.

2016年10月18日上午，中国政法大学召开2016年第15次党委常委会，会议审议通过了《中国政法大学制度学研究院建设方案》。
2016年11月26日，由中国政法大学法治传播研究中心、中国政法大学制度学研究院、中国政法大学政治传播青年教师学术创新团队联合主办的第二届全国法院新媒体学院奖颁奖礼、中国政法大学制度学研究院成立仪式暨“法治制度与传播”研讨会在北京隆重举行。中共中央党校原副校长李君如、中国政法大学终身教授应松年、中国政法大学副校长李树忠等百余位国家部委、高等院校、研究机构及媒体单位的嘉宾出席活动。我校党委副书记兼副校长常保国代表黄进校长为大会致辞。
